<p><b><font face="Arial">Background</font></b><br/><br/><font face="Arial">Singapore's Ministry of Manpower will issue Temporary Employment Passes on a discretionary basis to employees who are urgently required to start work in Singapore, but whose Employment Pass applications are still pending with the Ministry. In order to apply for a Temporary Employment Pass (TEP), the employee must be present in Singapore and the sponsoring company must submit a letter requesting the TEP and enclosing the employee's passport. If the TEP application is approved, the TEP is usually issued the same day and is generally valid for one month, to cover the Employment Pass application processing period. </font><br/><br/><font face="Arial">If the TEP application is denied, the employee may remain in Singapore in visitor status (based on the visit pass granted on arrival) until his or her Employment Pass application is approved, but is not permitted to work. Any accompanying family members may also remain in Singapore on the visit passes granted to them on arrival until their Dependant Pass applications are approved.</font><br/><br/><b><font face="Arial">Policy Change</font></b><br/><br/><font face="Arial">In the past, the Ministry would consider TEP applications filed on the same day as the primary Employment Pass application. Under the new policy, the Ministry will not accept TEP applications until the Ministry computer system shows that the primary Employment Pass application has been received. If the Employment Pass application is filed using the Ministry's on-line system, it usually takes about three working days for the application to appear in the Ministry's computer system. If the Employment Pass application is filed using the manual system--through the Ministry's collection agent, Singapore Post--it usually takes at least seven working days for the application to appear in the Ministry's computer system. </font><br/><br/><font face="Arial">Note that the Ministry has not formally announced this policy change; however, officers are implementing the new policy and confirm it is in effect when asked.</font><br/><br/><font face="Arial">This change in policy may be part of an overall stricter approach to TEP issuance. It may be in response to abuse by some employers who routinely do not apply for Employment Passes sufficiently in advance of proposed start dates and so apply for TEPs for most of their foreign employees. Fragomen encourages employers to plan ahead whenever possible and to reserve TEP applications for genuinely urgent cases. Fragomen also strongly recommends using the on-line system to file Employment Pass applications, as this will reduce the risk of delays in applying for any TEPs that may be required.</font></p> |
