未满21周岁的新公民不能申请普通护照只能申请临时护照吗？

Passports issued before 15 Aug 2006 to male citizens aged between 11 and 16½ years are valid for 2 years or until the holder reaches 17½ years old, whichever is earlier.

哦，就是不能跑路的意思。确实，有护照也没用，出国都要申请。跟劳工差不多了
