If you and your spouse would like to apply for the reinstatement of your PR status, you and your spouse will need to apply for a Visa to return to Singapore and to come to our office in person at the earliest (before end of September 2012) for our officer’s consideration of your applications.

You may download a copy of the application form (Form 6) from our website: http://www.ica.gov.sg/page.aspx?pageid=152&secid=150 and also find out the documents you will need to submit with your application, and also make an appointment before coming to our office (https://eappointment.ica.gov.sg/ibook/index.do).
Our office is located at Permanent Resident Services Centre, 5th Level, ICA Building. Our office hours are as follows:

Mon - Fri: 8am - 4.30pm
Sat        : 8am - 12.30pm
Please let us know if you need any further clarifications.”ICA给我回复了，叫我9月底之前一定要回新加坡再申请，不过这句“for our officer’s consideration of your applications”感觉就是申请了也不一定给你，要看ICA官员的心情。大家帮忙分析分析。

ICA都没有想好要不要给你。

有可能，没把握。
我觉得ICA的态度已经算比较友好了，这样的case估计也不少
