We refer to your email of 27 Dec 09.
2 Should a SPR wishes to renounce his/her Singapore Permanent Residence
(SPR), he/she may proceed to PR Services Centre in Singapore or the nearest
Singapore Overseas Mission with a letter of request for renunciation of SPR
and the following documents:
- All passports with valid re-entry permit / immigration
pass;
- Entry Permit Card;
- Singapore Blue Identity Card;
- Re-entry Permit Card (if any); and
- Singapore Certificate of Identity (if any).
Should any of the above documents be found misplaced, a police report
on the loss is required.
3 Please be advised that when a main applicant wishes to renounce
his/her Singapore Permanent Resident (SPR) status, the spouse and children
who had obtained their SPR under the main applicant's sponsorship are also
required to renounce their SPR together.The procedure to renounce is the
same. However, if the dependants wish to renounce, they can do so without
the main applicant's consent.
4 For renunciation at the Singapore Overseas Mission, please visit the
Ministry of Foreign Affairs' (MFA) website for locations of the Singapore
overseas missions worldwide at: http://www.mfa.gov.sg
5 The SPR is required to produce the above mentioned documents.
Thereafter, the Mission staff will verify the documents, have all the valid
re-entry permit / immigration pass endorsed in his/her passport cancelled
and will transmit to us the certified true copy of the cancelled re-entry
permit / immigration pass with other relevant documents, except the
passports, to this office for our processing.
6 A letter of acknowledgement to confirm that he/she has renounced
his/her SPR status will be issued to him/her upon receiving all the
relevant documents. The processing timeframe is 8 weeks and the turn around
time will depend on the diplomatic despatch scheduled by Ministry of
Foreign Affairs. The staff at mission will contact him/her when it is ready
for collection. He/She may wish to arrange with the mission regarding the
collection of renunciation letter.
7 As for request submitted in ICA Building, the renunciation process
can be completed within the same day, provided the documents received are
duly completed and in an orderly manner. A short-term Visit Pass to stay in
Singapore would be granted so that arrangements to leave may be made.
8 Upon receipt of the letter, he/she may then liaise with the Central
Provident Fund (CPF) Board at: [email protected] for advice if he/she
wishes to withdraw his/her CPF.
9 Once the renunciation is completed, an ex-SPR is not allowed to work
/ study here while on Visit Pass. However, ex-SPR may still apply for a
work pass/Student's Pass from the appropriate authority if he/she intends
to work/study here.
10 An ex-SPR may be granted immigration facilities (i.e. short term
Visit Pass) accorded to an ordinary visitor upon his/her return to
Singapore, subject to meet our entry requirements, which include, holding a
passport with at least six months validity, valid Singapore entry visa (if
applicable), confirmed return/onward tickets (where applicable), sufficient
funds for the period of stay in Singapore and entry facilities to their
onward destinations, e.g. visas. The granting of visit passes to visitors
is determined by the Immigration & Checkpoints Authority (ICA) officers at
the point of entry.
