【贷款】Only can issue 70 % loan for HDB?

Anyone heard that Standard charactered Bank only issue 70 % loan for new purchase of flat(Hdb) for new customers? Regardless the income of borrowers.

It does not make sense to me.


Remarks: New customer means 1.No credit card for past 6 months.
                                              2.Not SC current customers.

Another question: When is the effective date for the loan contract.

                           Already signed,but can change to another bank mortgage plan before the effective date?
