i remember i went to the American Education Centre first...but it was 3 yrs ago...u can go to the TOEFL website and ask them to send u a package about everything related to TOEFL(testing dates, locations, how to resgist etc.) and i do remember if u want to take the test in Singapore, u have to pay the fees to Malaysia (money order or credit card) coz there's no so called 'testing centre' in Singapore...hope this helps...GOOD LUCK!!
